Specifically, that standard is MASA (Mobile App Security Assessment), which was introduced last year as an initiative of the App Defense Alliance (ADA) to define concrete requirements for mobile app security.

Starting with VPN apps, the Play Store will display the “Independent security review” badge in the Data Safety Section for apps whose MASA compliance has been independently verified.

So far, VPN services displaying the badge include NordVPN, Google One, and ExpressVPN. Others like Aloha Browser + Private VPN, Private Internet Access VPN, SkyVPN, Tomato VPN, and vpnify hold MASA certifications but haven’t received the badge yet.
