The notorious 16shop phishing-as-a-service (PhaaS) platform, a hub for cybercriminals conducting phishing attacks, has been successfully shut down, leading to the arrest of the platform’s operator and key facilitators.

Phishing-as-a-service platforms like 16shop provide cybercriminals with a comprehensive toolkit for executing phishing attacks. These platforms offer a range of services, including email distribution, pre-made phishing kits for popular brands, hosting, data proxying, and victim overview dashboards. The all-in-one nature of these platforms simplifies the process of launching phishing attacks, making them particularly appealing to novice cybercriminals.
Broad Range of Targets and Global Impact
The 16shop platform’s phishing kits targeted well-known brands, including Apple, PayPal, American Express, Amazon, and Cash App. Group-IB, which collaborated with Interpol on the operation, revealed that the platform was responsible for creating 150,000 phishing pages.
The victims primarily hailed from Germany, Japan, France, the USA, and the UK. At least 70,000 users across 43 countries were compromised through the phishing pages created using 16shop.
Interpol’s extensive investigation culminated in the arrest of the 21-year-old operator of the 16shop platform in Indonesia in February 2022. This initial arrest provided leads that led to the apprehension of two additional facilitators—one in Japan and another in Indonesia. The operation’s success underscored the effectiveness of collaboration between law enforcement agencies and private sector partners.
